Yes, adding a link to the table cell is possible as the ninja table cell is HTML supported. Also, using the column Transform Value, you can configure a link column easily. Have a look at the documentation.

Also, to display the google map in the popup window, I suggest you use the column Data Type Image/File/Lightbox and choose the Iframe Lightbox so you can set an image and link for the map. The map will open in a popup window when the user clicks on the image.
