Manually inputting a time resets to 12:00AM

So I noticed that if you manually input a time in the “When” Section such as 3:00 PM, it resets to 12:00 AM when published.
But if you put 03:00 PM, it doesn’t reset, however the extra 0 is quite annoying for me and my clients. Is there a fix to this?
