Manually Added Orders Not Receiving Fee

Fees work fine for users, but when admins add orders manually, fees do not show up on order.

For instance- Each pie has a 3$ pie tin deposit. When you order from the front end, no problem, the fee shows up. When you try to manually add an order from the Order Dashboard as an admin, you can add pies, but the fee is not shown or calculated.

How do we ensure the fees are added to manual orders?
