Manual sorting not working in shortcodes?

Hello, the manual sorting option isn’t affecting shortcode display, but it works under “all books”

You can see here the book “Short Tails” is at the bottom: https://www.peterabrahams.com/chet-and-bernie-books/

But here “Short Tails: is 2nd in the list, this is “All Books” default page:

I have tried to adjust the post date, sorting etc. Nothing will unstick it from the bottom of the list when using a shortcode? Thanks in advance for any help
