Manual Order no shipping address

Hi! When I create a manual order and I don’t enter the customer complete billing or shipping addresses, they are not prompted to provide them. This happens regardless I send an invoice or share the “Customer payment page” directly.
I think it is strange since it would be easier and more reliable if they were to enter the information directly, or at least prompted when the information is blank in the order. It feels a bit redundant to ask for all that information and then send them a link where they have to interact.
Can this be modified?
