Manual Account Activation Not Working

Under Registration Option, I have set Registration Status to Require Admin Review for the user role Dealer and in the custom registration form setting, I have set the Assign role to form to Dealer.

But still, when users register through the custom registration form their account gets activated instead of being flagged as Pending For Review.
