Managing large amount of documents

Hi, I have a question as to what the best way is to manage a large amount of documents (mostly all pdf’s) on a WordPress site. My website is for a local County and we have many Agenda and Minute documents for all the different boards that have meetings. We keep all the documents archived so they go back many years.

I tried using the plug Minutes, Agendas, Newsletters but that seems to only work if you are doing it for one board but it doesn’t support multiple boards (categories). It also appears to be no longer supported. But as you can see by the screen

Is there a good plug-in to manage these? I’ve tried Download Manager and WP-Filebase so far.

Are these types of plugins the best way to handle 1000+ documents? I need the simplest way so I can have others upload documents. Here is an example of something similar to what I would like.
