Manage->Export not showing up in upgraded install

I got my 2.0.4 blog moved to 2.1 successfully, but I am in the process on moving to another hosting service, so I need to export to the WXR file. While the docs for 2.1 show that item in the main install files, and I can see it on my other blog, at another hosting service, but not on this one.

I see the files in the wp-admin folder for menu-items and menu.php are the same…

Any idea to make it “appear?”
