Manage Content Spaces On Home Page

My website, SportsPie.com, has four content spaces down the left hand column, each with a heading in a narrow red bar. Currently, when I add a new post to any content space, it rotates to the bottom position. I would like these headings/content spaces to be static on the page and remain in the same position. I have received contradicting input on the ability of WordPress to allow this to be done.
