Manage Allowed Upload Types

Is there a plugin available or something that will give me control over the allowed uploads? I’d like to limit to jpgs only and put a file size restriction. I found one that would allow me to control the jpg thing but it doesn’t limit file sizes.

In a perfect world I would like images that are to large to be auto resized and saved with the same color profile they were uploaded originally with or sRGB. But, I’m sure my first question is already over-shooting things so I doubt I’ll find an answer to the bonus points question here…
