Making the Comment Box Show “on-click”

I’m a beginner coder and only know few html/css elements right now. But I would love to have the comment box open ONLY WHEN “leave a reply” is clicked on in posts. Kind of like this: https://codepen.io/aardrian/pen/OPgmPe.
