Making menu items open in a new page

When I create menu items, I would like them to open in a new page/tab. This option is available when I use the WP free test site, but is not shown on the live site I am building. How do I fix this?

On the appearances->menu screen, click “screen options” at the upper right to enable the open in new tab option.
