Making a post Sticky and summarizing long posts

I am trying to find a way to limit that display length of any post. If the post is longer than x nunber of words or pages then is would show the first x length and create a link to the entire doc.

I also would like a way to make a post sticky so it always shows on the top of the main page.

Any thoughts or ideas?
