Making a dynamic Bulletin Board?

Hey, everyone, I have yet hopefully another seemingly simple question to ask:

How would I go about making an Event Bulletin Board that the client can update through the text box in the admin panel?

What I had in mind was something like this:

Once again I apologize if this is just too over the top simple, but I don’t really know how to approach this.
