Makes SVG Support more secure

There are other ways to enable SVG upload with a code snippet. But these are much more insecure as it is not limited to admins or does not support Minify and Sanitize. I have therefore been relying on this plugin for almost 5 years and there have never been any errors. Small bugs were further improved and so I will keep it.
