Make upload new photos public

So I am making the upload photos area available to all members of the website, so that members are encouraged to upload photos. But I am wanting to make new albums (outside of member albums) public by default. Currently if I log in as a user and create a new album under a public album, that album is locked to only me. How do I change this?
