Make links highlight areas in a map

I thought this plugin was the perfect solution. I have a map of NZ and each region links to a unique page with some nice hover effects including a tooltip. The client also wants a list of the regions (links) which link to each unique region page but also light up the map when hovering over the links. This plugin cannot do this which I would have thought was a common feature that many using an interactive map plugin would want. Both the detached shapes menu and text tool do not allow hyperlinks. The shapes menu would be great if the links were hyperlink compatible rather than just using them for hover effects. I have spent ages on this and have given up.
