Make all themes available (network enabled) automatically

Whenever someone on my network uploads a new theme, I have to go into the network, as super admin, to network enable this theme, before they can even see it.

I would like this process to be automatic, where all themes are available to all sites as soon as they’re uploaded. Is there a way?
