Make a WP site with no webspace

I wonder if anyone can help.

I have made a WP site previously for someone who had there own webspace. But I want to make another for myself but don’t have any webspace just as yet. I understand that WP uses the PHP on the server that allows it to work but I wanted to design a site offline. Is there a way that I can do that?
