Make a specific item appear at the top of the page

If you are referring to your product list in your dashboard, unfortunately not. The products can only be ordered by the headings. You could perhaps give yourself a trick to make sure the most important ones are one top, such as giving them numbers in front of their product names, e.g.: “001 Apple; 002 Starfruit; 003 Strawberry”

In the case of reordering on the front-end, you could do that by drag-and-drop under the catalog’s tab.
