Make a "HOT" page with most liked content

i want to make a site like 9gag.com with a “Hot” page so i thought of this:
If post achieve a specified number of likes add a tag or category to it, so i can use it as a Page

but i know nothing of programing
So, is my idea right? Is it easy to do? Is there a better way to do what i want?
