Maintenance updates

Core now includes its own block manager that supersedes this plugin. So it’s unlikely to be maintained.

That one only hide and per page and per users. I would like to restrict blocks from users to not be able to access other blocks.

The core function in wp is only to hide and is not globally or per user or blocking. Added my own php snippet to restrict for now.
