Maintanence mode not working

Hello, I have an empty site I am designing, and your maintanence mode is not showing up when going to the site. I see the WP stock page there. I have deleted all cache…how can I get it to show up so I can work on my site without people seeing it in its development stage.

Update: I deactivated all plugins, reactivated them and cleared the cache. It works now.
