Main page split in two horizontally

Hello to everybody,

I’m quite new to wordpress, but in this short time I began learning and loving it!

I gave a look among the forum topics and found something the like here but, as far as I can tell it is quite different from my needs.

I’m looking for this, if possible. I’d like to have the home page split horizontally in two sections:

1. in higher half, just below the header, I’d like to hold a static text -much like a WordPress page- containing a welcome message and a couple of hints about the website. This part should change rarely;
2. in lower half, just above the footer, I’d like to insert the running post with the news

The right column should and behave the way it is, no need to change.

Is that possible?
Did I miss any post regarding this topic? If so, just let me know where I can look for them.
