You can set up a free, temporary WordPress test site, install Popup Maker and MailPoet 3 and experiment with both plugins to answer the question for yourself.

Use a Lorem Ipsem generator to add some dummy content into the popup content editor, create a MailPoet shortcode (I assume that’s how it works) and pass that into a the content editor of Popup Maker.
If you’re generating MailPoet forms that will be submitted, you’ll need to set a cookie by Manual JavaScript on form submission and synch the cookie to your popup trigger.
