Lose points if X action is not done by specific day of the week

I’m trying to create a system where people can submit a form weekly and if they do not submit the form they lose a point and if they submit the form before that day of the week they gain a point. Does anyone have any knowledge on how to do this? I could really use some help. Thanks!
