Loop/Flashing Checkout Page when you have two shipping locations

I am running into an issue on checkout where if I have two shipping zones the checkout page loops continuously and “flashes”. In this case, one from Woocommerece Local and another is a third-party shipping via a printing company Printful.

If I have only a “Merch” item or only a local item “Beans” to the cart and checkout I dont have an issue. However, when I have both the Shipping Zones plugin continuously loops through the two shipping zones/offerings and orders can not be completed. The debug geocode is displaying OK, but appears to go back and forth between “addresses” even though it is the same address.

While the advice to just disable one is useful for testing purposes it is not a viable option from a business perspective.
