Looking into a ‘todo list’?

I read several times about a ‘todo list’ for the developers who are working on improving WP and getting rid of bugs etc.
Could there be a way to have a look at that list? Not a personal list of course, but a public list. Not only for myself, but I read a lot about people suspecting bugs or other things that might need attention. For instance in my case I have been asking a couple of times about including the ‘exlude’ function in the dropdown_cat(). If I knew this was picked up somehow and would be placed on the todo list (no matter how far down) it would stop me from asking again and just wait.
And if there already is such a list, I’m sorry for bringing it up.
