Looking For Theme/Template Assistance

    I am building a website for a professional music fraternity and I am seeking assistance in building a theme/template for the site. I have a sketch of how I would like the theme/template to look but I do not have the know-how to create the theme/template myself.

    Is there someone out there who could help in building this theme/template? The only drawback to the service would be lacking funds to purchase a theme/template, so specifically I am searching for some free help.
