You are mistaking design with functionality. All a theme is, is a collection of template files, some functions, some javascript and css rules. The sample websites you see on the theme pages are a “sample” of what a website “COULD LOOK LIKE” if you use that theme and have the same type of content.

The type of thing you are asking can be done with ANY THEME. It is just layout. It has nothing to do with theme or plugin.

I suggest picking a basic theme and learning some basic HTML and CSS. What you are asking can be done with a few lines of HTML and a few CSS rules.
