Looking For reporting interest Plugin

Hi there,
I’m looking for a plug-in that allows registered users to register their interest to an post.

For example: In a site that offers three types of computer courses with a post. Only registered users can register their interest in these courses through a vote.
Once a course (for example) receives ten votes, I would like to access the list of users who have voted, so I can contact them.
