Looking for Plugins for a project idea

Im throwing a project idea around I’m
Looking for a series of Plugins that can do the following:
1) Limit users to editing a Single page assigned to them (their page)

2) limit the way users can update their page (all pages will have the same front end layout but users will be able to insert their own content into the layout ideally via text entry and upload fields)

3) I need to force a mobile layout
