Looking for plugin/s: Max published post with waiting list

Hello, Im looking for plugin/s where I can set a maximum published post (not per Author) and auto check if there is a available slot to post the next in the waiting list.

Idea (example):
Max published post: 50
Published post expire after: 30 days
All post submited after the max limit is reached goes with Draft or Pending status. (waiting list)
A cron task to check periodicly if there is a free slot (<50 published post..) to change the status to published for the next post from the waiting list.
