Looking for Plug In to Retrieve Data

I have a tab-delimited spreadsheet with, say, 50 rows (say, states) and 20 columns (say, agency budgets) of data. I want to allow users access to pull-down menus that will allow them to pick one of the states and one of the agencies and see the agency budget. Better yet, I would like to allow users to be able to pick several states or several agencies for comparison.

Is there a plug in that will allow me to do this?
