Looking for an image archive/index

I’ve found a number of image plugins that all seem to have the same features – allow you to upload images and then post either single images, random images or recent images. I want something else.

I want to be able to simply
– Upload a few thousand images
– Arrange them in a folder structure
– Allow people to select folders to browse

Is there any software which does this? There are a load of things I would like on top, but the lack of an index feature on any of the galleries I’ve seen is a showstopper.
