Looking for a way to create an overlay on homepage of a site with instructions

Hi folks

I am trying to find a plugin that will allow me to add an overlay to the homepage of a site to explain to newbies what a burger menu is. I have had a few complaints on this site and I was hoping to add a dark overlay with brief instructions and hand drawn style arrow pointing to the burger menu.

Ideas welcomed!
