Looking for a T&Cs with checkout plugin

Hi, I’ve been spending the morning browsing for functionality without success. I’m looking for a plugin displaying my terms & conditions which, if accepted, users can sign up and download my file and if not, redirect to my payment portal for the user to still download, but after payment.
So basically the user needs to be presented with two options, download for free by submitting your info or download without an account after payment.
I have WooCommerce setup at the moment, but it does not have to be through WooCom, if there’s another cart / shopping / downloads plugin which does this, I could switch.

Anyone any thoughts on this?
