    Expected functions:

    -Someone rat a post (like wp-postratings plugin)
    -The ratin value is stored in the user account too.
    -The user profile/cpanel display the total amount of ratins (and the ratin post by post)
    -The admin can check all user ratins amounts ((and the ratin post by post))
