looking for a map plugin with these features

I’m making a blog where people in my fishing club can submit fishing spots on a large map on the main page. I need a plugin that can help with this. Just need a large map on the main page, I think that’s called a “mashup”. Then I need some way for people to submit the locations, that can be approved by admin first. I need functionality of custom map markers, and the users to be able to submit pictures with their spots on the map. It would be helpful to be able to sort the markers into different categories for each different type of fish.
