    That particular error may have several different causes and solutions. Here’s what I found while researching this for you.

    1. Have you tried replacing wp-login.php in your wp-admin folder?
    2. Have you tried manually disabling plugins by renaming the plugins folder using either FTP or your web host’s File Manager?
    3. Have you checked the file permissions for your WordPress folders? They should be set to 755.

    Now what do I do if the initial wordpress and site was downloaded and made on a different computer? Does it matter or can I still make those changes on a different computer as long as I download wordpress??

    Are you asking about moving WordPress? If so, that introduces new considerations. Are you moving this from one domain to another? Is the folder structure the same between servers?
