Login redirecting me

I am trying to set up a subdomain on my server as a development sandbox so I can test updates and new stuff with out messing up a live site. I downloaded a fresh copy of wordpress and transferred over everything to the new server and imported the sql into a new development database.

When I try to log in I go to the login page and enter in my credentials but it redirects me to the live domain at example.com instead of sandbox.example.com. I went into phpmyadmin and changed the urls for the url settings and the home section. I deleted all the plugins thinking that was the problem but that didnt fix anything.
