Login Page acts as Home page (index.php)

If a user is not logged in and they go to the login page, the login page for some reason is acting as if it is the homepage. Basically everything is working but I have a menu item called HOME which is active when on the login page, it also is using the home header.php file when it should use the page template that I selected for it. Here is a screenshot, it will only last 3 days though.
