unfortunately I’m unable to edit the wp-config.php so really stuck.
You can use the 2nd option here to unblock yourself without editing wp-config.php.

As I mentioned above, the Protect module isn’t automatically enabled if you use a plugin like BulletProof Security, Wordfence Security, or another plugin providing similar functionality. However, we might not be handling the pro versions of these plugins yet.
Could you let me know in which directories these 2 plugins are installed on your site? Can they be found in bulletproof-security/bulletproof-security.php
and wordfence/wordfence.php
, or in another directory?

You do not have to reinstall WordPress from scratch to solve this issue. You can remove, or rename the jetpack
folder, and the Protect module will be disabled.
