    why does this keep happening?

    Your IP address was blocked because it was used to attempt to log into multiple other WordPress.com or Jetpack sites in a short period of time. It was consequently flagged.

    That may happen if you share that IP address with other people in the same network, or if your IP address is shared with other clients of your ISP, and if someone sharing that IP is attempting to log in to many WordPress sites.
