login area utf error

  • Links in utf, does not recognize. Because it contains data about them in lowercase, as if to enter the address bar utf url is passed in uppercase.
    Example:
    So the data is stored – /%d0%b2%d1%85%d0%be%d0%b4
    But if to enter the address manually or paste text into the address bar, it turns out so – /%D0%B2%D1%85%D0%BE%D0%B4
    And in the end instead of the desired will be redirected to the error page.

    P.S.
    When you use htaccess it works. But for some reason if you enable in the plugin settings in htaccess it is not prescribed and be stored in the database only, and utf in the lower register.

    This must be corrected to understand UTF encoding in upper and lower case.
