Logging Without Verify

Not sure why logging cannot be enabled without verifying but I cannot verify my settings, as they are not working. When I go to look why there is no log file even though the error message says to check the log file.

So I used Chrome Dev Tools to enable the save button and turn on logging. I reloaded the page to verify the settings have saved. There is still no logging.

How am I supposed to debug what is happening?
