Locked out frustration and notification when someone is locked out

I really don’t get it, some friends keep getting locked out. I even set login attempt at 50 in 1 minute to avoid this from happening. From the IP I can see it’s really them and not some bot. How is that possible ??
I would like to be notified when a user gets locked out, is that possible?
It is driving me nuts ??
