    What Login Security option setting are you using for: Max Login Attempts?
    Do you have any other plugins installed that do something with/handle/process logins to your website?

    I set it to maximum of 5 attempts.

    No, I do not.

    However, I noticed that my shared server is slowing down. I called up my server guys and they said that other WP sites are under brute force attacks, which took up alot of bandwidth(not sure how true that is). But could the slow down in server speed cause this to happen?

    I just tried to login ONCE again, and I am locked out.

    Now, the strange thing is I was told that I am locked out. But when I return to my home page, I am actually logged in, and I can access my admin page.

    I find it very suspicious that when I checked the login security tab, I see several IP addresses from different countries. Not sure if that means that my WP was successfully hacked into.

    It is possible that brute force attacks could slow down a server if all of those other WordPress sites on your server are not using any sort of brute force attack protection.

    Do you have any other plugins installed that do something with/handle/process logins to your website?
    Has your host added some sort of brute force attack protection?
    Are you using any additional htaccess code to protect your Login page?

    If you have several different things that are protecting your login page, like 2 or more login security plugins or additional login security protection then those things could be conflicting with each other and causing this problem.

    BPS Login Security logs both failed and successful logins if you choose to log all logins. If only failed login attempts are being logged then you will see a log of those failed login attempts, which will contain the ip addresses of those failed login attempts.
