Lock Categories?

Is it possible to only allow users to post content of a certain category.
Either through shortcode e.g. [fep_submission_form, cat=5]
Or, in settings.
In the long run, I have pages that display specific categories and I don’t want users to be able to create e.g. ‘Website News’ posts.
