Location/Directory Theme, where guests can add locations?

Hi all,
I’m new to the world of wordpress and currently learning how everything works. To get some skills I want to set up a website, where people can set localizations on a map, which can be filtered. So for example, User XY comes to the page and want to add the localization of a container where you can throw your empty glass bottles in. And another one comes to the website and want to share a localization where you can bring your empty batteries. And a Viewer should have a filter-fuction where he can click on and just the battery locations show up on the map, where he can choose his actual position.
I looked all over the web and couldn’t find anything similar. Does anyone knows a theme or plugin which I can use to set up this function to a website???
